The USA Federal PACT Act is now in effect.
Its key anti-smoker elements are:

1. The Shipping Obstacle:
The US Mail system can no longer deliver retail cigarettes or tobacco products in the USA.

2. Reporting Your Purchases for TAXATION:
ALL USA located vendors - including all those on Reservations - are REQUIRED TO REPORT all sales and customer details for after-purchase taxation.

It was the intent of the PACT Act to shut down the internet/mail-order tobacco business. Period! And it has largely succeeded.

All the rubbish about "protecting the children" from cigarettes and about "family values" is just the usual hypocrisy to hide their actual nefarious intentions that would not normally win public support.The PACT Act was intended to eliminate cheap cigarettes and tobacco sources in order to maximize tax revenues, and to exclude the small - frequently Native American - cheap cigarette brands from the market so Big Tobacco could maximize its share of the market.

Reporting:
The PACT Act forces ALL USA-based vendors, including vendors and all Native American reservations, to sell only State-Tax-Stamped products, that is to collect taxes, and/or report all sales to the Federal Attorney General which would then be forwarded to each State Attorney General.

Shipping:
It also requires the US Postal system to report each tobacco product delivery. So the use of the USPS is a thing of the past for retail tobacco products delivery within the USA. What's more, the major courier services, like UPS and DHL and FedEx, have for years had a policy of not handling cigarettes.

So vendors have either gone out of business, or they have attempted to use alternative delivery systems. Note that those based in the USA still face the draconian taxing/reporting requirements that result in direct or post purchase taxation, and that eliminates most or all the savings consumers are looking for.

Here are a couple of shipping problem examples. A couple of rez vendors hooked up with a delivery outfit that covered a limited number of zip codes. They were expensive but didn't care what was in the package. They turned out to be so slow it was taking 3 to 4 weeks for a delivery even within NYS, so they were dropped. Then a new delivery outfit showed up on the rez claiming they could deliver "legally" to a handful of States. Many jumped on board. Big Mistake! The delivery firm itself was marking the packages as per the PACK Act, and that guaranteed reporting. So even if the vendor doesn't tax and doesn't report, then the wrong delivery firm might.
